I would assume they decided to just try and ship it in the best state they can put together, use leftover materials for a few DLCs/Updates, then cut it.

It's likely they had nothing in the pipeline by release to begin with. And all the updates were actually complete and ready to ship. As we've seen in the first teasers. Features were showcased from several updates ahead that people ended up requesting on the actual release.

In the end, the anni was a decently done thing. It marked the boxes of pulling in new players, dropping a good amount of pulls, and helped boost my account with some cool characters I would've not had otherwise (Phoebe, Carlotta). The lack of events? Don't care. Kafooey. I guess I'm not hard to please as a player, but I liked the cube event, I liked the results of my grind, and life goes on.

I think Wuthering Waves 2.3 update felt like average patch with lot of filler content.
The actual curated and combat content was few, while dreaming deep turning out to be a disappointing mediocrity.
If you were a new player you had lot of content to catch up to present, if you were day 1 player then you had not much to do.
Considering this was anniversary patch, I had much higher expectations content and gameplay-wise... (I don't judge on pull/astrite rewards)

Ironically, the next update thats not considered as anniversary, seems to be filled with more gameplay/combat stuff.

red = can't consider this as a "content" as its mostly just materialistic rewards / repetitive permanent content without update / or the implementation is actually so bad
(I could have added Tower of Adversity to the list, which I mildly enjoy)

I see, i understand your point from those, personally, anniversary for me as i said above, is celebration about it's age, then what should the content filled mainly? Casual, festive and light commitment that revolve around celebration, i already expect that anniversary is always a treated as filler, especially in a live service game, and as usual, filler usually just casual event that you can play at ease without too much time strain, that you can engage and disengage at will without repercussion without afraid of fomo and also without need worrying about burnout, essentially a break from normal patch that definitely packed with engaging and intense content.

I see, interesting, i didn't play the game so, much of my knowledge just really cames from my few of my friend that still actively play the game, they are however is a casual player there, so there that, thought from what they tell me, 2nd anniversary isn't as depressing as over zone, atleast it's balanced instead just full depression, and they did prefer this kind of tone too than what they experience with over zone back then, so there that i suppose, since i didn't interested enough to dive down to nikke shenanigan

Basically the tldr, is that as much depressing it was, after over zone stuff, atleast they did make the anniversary feel anniversary ish

It's actually the opposite, since they only release pilgrims on anniv/new year, which are always hyper lore relevant characters

and since the events in Nikke are always centered around the released unit, they end up being massive serious lore nuke events

and while old tales isn't as depressing as overzone, it's definitely a very hard hitting one still and both are tied for best story in the game (and imo, old tales is not only the best story in Nikke but also one of the best in any gacha game in general)
