You don't need a specific passive item to evolve it, you just need to max out the weapons and unite them if they so happen to have a union evolution

The problem with union evolution is that you have to prepare an empty weapon slot or else if the weapon slot is full, you can't get another weapon from the level-up selection

However, Arma Dio and Candybox are only available if any of the weapon slots are empty.
For example, you can't get Arma Dio if your weapon slot is full since it counts as a "hidden active weapon" which doesn't do anything other than gives you a passive item selection
The same goes with Candybox when your passive item slots are full, it's a "hidden passive item" which doesn't do anything other than give you a weapon selection (but you can also get Arma Dio in the Candybox if you haven't picked up an Arma Dio in the level-up selection or pick one as a stage item)
