Don't know. It's not that deep. They will never catch up.
What they achieved so far is that whenever global approaches an anniversary, they shuffle an event with a Limited banner forward to line it up. But every event runs their full duration. Just the order is different a bit.

Actually alot of game did this kind of synchronization, thought most were subtle since the different between original release and global release not that much gap unlike pgr with almost more than year

Signatures were there at launch. Baseline was get S-rank, then SS important chars with PPC.
CUBs got added, which wasn't a problem until some chars started treating them as Signature weapons.
Then you got the rank breakpoints (S5, SS3 etc), where the important upgrades got moved one dupe up.
Then there is Harmo, which moved the baseline to SS or SS3 + Sig with Harmo and sometimes CUB.

F2P just exists now.
