There's 3 observation data you can collect on exploration quests, 1-2 are sometimes hidden

There's combat commissions, which you can finish with an S rank before the time limit reaches a certain amount, all agents surviving (rally) or other objectives

Seeing that you have 27, I assume you didn't miss any observation data and you just need more commissions.

Just keep exploring the maps and see if there's any NPCs with a blue exclamation mark on them
