Psycho-Pass is about the Sibyl system. It gauges every single person in Japan. Gauges their personalities and performances and basically tells everyone what jobs they can apply for, who they can marry. People under the system have "Crime Coefficients" which determines how likely they are to commit a crime at the moment.
It's basically a Police State controlled by an AI. But the surveillance has blank spots. Districts that are not completely monitored. The first season is basically about whether a system like this could be good or bad.

The main antagonist of the first season can't be measured by the system. From it's point of view he is harmless. But he himself thinks that this system is bad, because it robs people of their free will, turning them into "livestock".

The first season far surpasses anything that came after. Following seasons are more like action films, rather than actually dealing with the phylosophical topics.
There are also several movies that are pretty good, but they are mostly damage control for the disasters that are Season 2 and Season 3.

Basically
Azusa vs Saori

  • Azusa has highest EX modifier with 5 cost from the three. Can inflict Defense Down from normal. Deal additional damage when attacking enemy with status (including her Defense Down) for 88% of her attack. Crit mald usually. Easy to max her completely, because she is in Total Assault shop.
  • Saori has lower EX mod, but only costs 4. Has a ridiculous Attack buff for self depending on how many Arius students are on the team. Guaranteed Crits on EX and Normal too with multiple sources of buffing her own Crit Damage. Very strong, but needs to by Elephs with Eligma or pull her a lot.

Basically on similar invest a Saori with Arius students is way better. But even on Saori team you will use Azusa to stack Saori buff.
Azusa is much easier to max out and pretty self-reliant with her skills and passives. Doesn't need anyone else. So when you don't have a way or intent to max star Saori, just use Azusa.

Normal Hina is AoE. Can be used on Kaiten. Mainly for Phase 1. Or can be slotted as an auto-attacker for Hiero. You can put her on Gregorius team, but... It's Gregorius...
As for Kaiten, Hibiki and Nagisa exist. Mutsuki exists.
Her Unique Item that JP is going to get soon might be huge for her though.

Ideally just get and raise Azusa. But with Dress Hina so close, can just ignore for now. Still getting Azusa will never be a bad thing for your account. And Saori wants to have Azusa too.

Another thing to note here is that to get max sub for Saori, you are running her, Azusa, Atsuko and Hiyori for the full stacks.
Meaning that Hiyori takes a slot from either Ako or Himari.
The main content for Saori is Hiero. And this is where the problems start. One would think that Camp Hare is a solution for the restricted slots on Special, but then you don't have enough heal with Atsuko alone for higher difficulty Hiero. So yeah. It's very restrictive.
