If a Stage drops T8 , it also drops T6/T5 with a lower rate (even not showing in the reward list).
If a Stage drops T7, it also drops T5/T4 with a lower rate.
It always skip the Tier right before the actual one.

The flex slots can be filled with Bennu bow copies, another copy of Ancient Perseus, Astral weapon and similar stuff

Also there's the issue of "diluted modifiers"

Basically of you stack too many modifiers if the same type with no variation you end up losing value because of how the damage formula works iirc

Ah, that explains it. Seems like there have been DDoS attacks on multiple FFXIV servers throughout data centers across the world, not just NA or EU.

JP and Oceania have been affected as well, and the FFXIV team is currently looking into fixing the issue!
