Kotama has 47% Attack for all allies in a relatively small AoE. 3 cost 30 seconds. But also has 17% Attack buff passively on Sub Skill.

Overall in the new mode Kotama is better value. But raid meta are just hyperbuffing 1 chars for their burst DPS.

Gachas always cheap on servers. Live PvP needs servers.
Then there is a problem of anti-cheats. Cheaters. A lot of cheaters. Only way to find them is people sending in videos of them.
ToF has live PvP. Have the new shiny weapon or lose even with standardized stats.
Also the game is so jank (though this more specific to that game) that basically everyone weapon had some weird exploit or glitch to push out much bigger numbers.

Even BA in it's early days had people with 99999999 scores on the Raid leaderboard.
