Benares (bella) calls and responds to Kiana as her queen because she knows shes Sirin
Chapter 23 - 25 build up Kianas resentment towards herself because she knows who she actually is, and the entire arc is her building up to accepting it.
Even if you were to ignore all of this, the debate between HoV and Kiana in chapter 25 is prefaced as Sirins two halves arguing over the real version of her, that is shown multiple times, it mentioned multiple times that its two halves of Sirins soul that at the end of ch25 are unified as one.
