I can kinda get the gist. The storm is reversing time. 2 Factions that is Manus Vindictae and the Foundation are recruiting arcanist in eras where the storms manifests. Manus Vindictae taking advantage of the storm for their goals which I have no idea since I don't play. That's my educated guess.
