Horse has Lilith who is free to be his teammate and doesn't actually need her 6 star sig but she needs to be SS0 more and SS3 is better.

Sunny needs his sig and none of his teammates are free unless u build team plasma, then both Nanami and Lilith are free. In exchange, Sunny doesn't need SS3 to be strong. And can ulti 20 times a row while Horse can barely ulti once per rot if not SS3.
