U should pull his weapon. But his weapon isn't limited so you can pull it whenever you want. After this event is Alpha's event and Alpha is a limited character (meaning that her signature weapon and cub can only be obtained in her event). The guide wanted you to save some BCs after pulling Kamui in case you need to use BCs for something else.

Startrail: She's good. Duo DPS in team lightning with Liv and a member of team Plasma/Ignition with Kamui. I don't think she's going to be outdated soon but you clearly sees her kit are much less competitive than others.
Ishmael: She's the amplifier/breaker of team Nihil, Disruption and can be used in team lightning. She's bad in all these teams btw. The only reason why she's team lightning is because lightning doesn't have a proper Gen3 amplifier and their Gen2 amp (21) is weak asf.
All "META" choices are going to be Outmeta pretty soon. That's why they give you free S-rank chosen box lol. They don't want to give you META stuffs so you can keep rolling
