Wuwa is an open world game, essentially super similar to genshin impact.
It has overall vastly higher production quality than PGR, but has a far stingier gacha.

PGR doesn't feature open world, it has a much higher focus on the specifics of gameplay and has a far more generous gacha, despite having lower production quality

Running 2 pure DPS is rarely a good idea. Because you want to stack as many buffs/debuffs as possible. Effect teams are even worse because effect damage is tied to the number of effect stacks consumed which can be generated either by an enabler (like Lilith for plasma beam or Solacetune for ultima slash) or by the DPS (a limited amount). And in PPC you want to finish the boss in 1-2 rotations of your DPS tops. So running them together doesn't result in more damage, you just remove half of the buffs from whoever is on field

But yeah, I've also spent on SS+sig+CUB (should've skipped the last part, unlike Dante's bike it doesn;t add any moves)

If you don't care about meta - you can still use him in WZ or smth (and get less vouchers), but in PPC it's just sad.
