But in reality it shouldn't be constant at 60, maybe your gpu fluctuating between 50-60

If your game is set at 60fps, it keeps sending 60fps to your gpu and monitor, if your gpu couldn't keep up and dropped to 50fps instead... Ideally your monitor will dropped to 50 too to match it, assuming variable refresh rate is supported, but your monitor doesn't support variable refresh rate. It just can't run on any arbitrary fps value like 57 58 etc

And i suspect your gpu is running on double buffering. To put it simply, if your gpu couldn't keep up with 60fps it will drop to half value (30fps), why halving? So that it still can be synced with monitor, no tearing. Thus why the screen tearing is disappear when you limit game fps to 30

But with triple buffering, your gpu can run on any fps value. So if the game sending 57 fps, gpu also sending 57 fps, it's just the matter of monitor could display 57fps or not. Unfortunately your monitor doesn't support variable refresh rate, that's why screen tearing happen.

TLDR
If you set game fps to 60:
Game send 60fps, gpu could only 57, ur screen fixed at 60 (no variable refresh rate) = tearing

If you limit ur game at 30fps:

Looking at that full 3s team that can't even have 5 weapon reso, you smiled and opened today's warzone, you ignored void zone which needs skill and immediately dipped into lightning zone right away. You're lucky that it's boss zone today, which can let your brain to not function much.

For the starter it'll definitely be crimson weave, you're using some useless swordwaves like a clown and feel that you're cool ass af. Finally, the rng gave you a set of blue 3pings, you 3pinged and hold dodge then got 250 passive stacks just like your IQ. You used garnet's qte, imagining you can do some cool ass double slams and enter the next rotation.
With your malfunctioning hand, you did a 126 stack holdge dodge slam, while you're looking at your iframe sliding through the mobs, it feels like you have set the soul of action game on fire, you feel like that's certain as the peak of katana master. After you repeatedly holding dodge and slam for 4 minutes, your warzone is over. You smiled when you're looking at your own 1.5m lightning zone score in leader bracket, when you someone above you with the same investment scored 3.2m, your single braincelled head is thinking is that guy using cheat/is that guy using some backdoor service, why can I only get such score with the same setup
