Now it makes sense that u don't have skulls, but u should treat all new units the same since the power creep doesn't discriminate in pgr. If you've got a lot of vouchers then do what you must. Personally I'll get teddy to SS through ppc and buy 27 shards from voucher shop for SS3. In case u didn't know, don't buy non discounted shards. Only buy 20 per month

Hmmm well that can be a horrendously long list, BUT in terms of free, easy to get characters, there’s some options. Teddy is now an option with her weapon and cub being completely free. Then there’s Wanshi: Lucid Dreamer, and Alisa: Echo from dorm missions. Alisa is less relevant now, BUT if you can’t get Veronica she’s a great free alternative character to have in her stead.

Then there’s Thunderbolt Manual where there’s a selector up to Nanami Startrail (who I would recommend pulling for from the selector). Plus the yearly choice character in the normal banner. You can pull a lot of characters from their so either pull for a team you’re trying to complete of just for character enjoyment if not.
