You can obtain Teddy in 2 main ways:

1. You pull Teddy and grab shards for her after the fact or
2. You don't pull Teddy, but you grab her 50 shards to craft her for free.

Method 1 is only recommended for dolphins, not light spenders or monthly pass owners. So unless you whale even a little (300 RC minimum) this is absolutely not recommended.
Method 2 is obviously the recommended for most as the spenders make up the minority of the player base, and at the end of the day, the pulls you don't spend for Teddy are left for the next unit.

Don't worry about the missions! You may think that you don't get enough to get everything that Teddy has to offer (50 shards, weapon, cub) but that's just because there are one-time missions, and weekly recurring missions. What you couldn't get this week, you can get in the next 2 weeks. So with that said, DON'T pull for Teddy solely for grabbing those extra dabloons, unless you can allow yourself to continue with Method 1
