Some units are available in voucher exchange shop. In that case it's better to sss that unit via voucher

Units that are not available in voucher exchange on the other hand... Can only be sss-ed via pulling more and more. PPC can only give you 30 shards at most and will not be refreshed, you better allocate ppc skull for unit that is not voucherable here

Guide is just you get a mentor that gives you some mission with decent rewards, useful for <83lv players (i forgot the level limit) to level up quickly

you can Harmonize weapons at the cost of 25 Harmonizers, which lets you select any memory set and go +2 on its setbonus.
