Personally I would go for Liv compared to Veronica since Liv will be more limited and if you don't care much for meta a SSS Alisa leaped provides the same base buffs as her(not dmg tho but meh) but I believe you can get both! Especially since you're in the early game! All my personal opinion though

I think it’s the same order as in the skill descriptions. So red, blue, yellow, ba, core, signature, QTE, class. Just do them all if you can. If not prioritize signature and class skills.
