there are characters that are useful for the weeklies and there are meta teams of characters for end game content/challenges. think elemental types and classes. newer characters tend to powercreep the old ones since this game has been out for a long time

I think its only possible to pull for it then, and even then it's not possible to set the weapon as the rate up

you'd probably start out with story mode, with 1 or two characters given to you. over time you grind out "black cards (bc)" the in-game currency used to pull characters. based on events some characters will have a higher chance of being pulled. for beginners you should also get some freebie guranteed pulls (character selects) to better flesh out your first team
