The issue is we don't even know the person's huaxu they might be missing more important characters, they might not be able to afford SSS in their current situation. The basic investment for most characters are SS + signature weapon. Cub is optional but it's a decent damage boost for 5k tickets at most. And you can upgrade each character to SS once without dupes by doing weekly Phantom Pain Cage and using the currency to buy their inver shards.
