One is level 80 but I can't tell if they are graduated yet.

The other two are at level 60, but I don't think have been online for over a week. Should I let the other two go in hopes I'll find more active player?

So do they need to finish their guide missions first before it boots them off or do I just have to wait or take them off myself?

no, they stay your student until level 83, which is when they're forced to graduate

you could forcefully graduate them early and it'll just assign them an AI instructor if you wanna get rid of them early to make room for a new student
