you can get dante for free from story mode, do event can give ou the blue tickets which can used to pull from the dmc banner, if you hit the research button the game will ask if you want to confront the black cards to blue cards which will be your main way of pulling from this banner

you can also get their weapons and dante's bike/vergil's blue swords he summons
