What drawing app are you using? In general I would say to figure out what the digital functions do like blending modes and so on. At the same time try to experiment with different brushes and sketch a lot and practice line confidence that way. Find artists that inspire you and try to copy their techniques or drawings. I find that youtube has lots of digital artists who teach how to get better at drawing too for example samdoesart and many more I don’t remember rn

I'd recommend full drawing session live streams such us of Modare or Hood or something like that, honestly, look up a coloso artist you like and look up their livestreams you'll probably find some although they might not be in English at all.
With those you can see their entire workflow, where they use certain blending modes, what layers and how they're using them etc etc.
As for people, if you want to draw them, just draw them... I am being 100% serious, if you want to draw people just look up a tutorial and follow along, just like everything else. But if I have to give a recommendation, I'd say go watch hidechannel.
'Should I learn to sketch and draw first?' also what do you mean by this? Do you not learn how to sketch first before anything? There's not enough information here, it's very difficult to help.

And I was just saying that I should probably learn the basics first, because sometimes I might jump ahead and start looking into learning coloring even when I haven’t gotten the basic stuff done.
Sometimes jumping head first is more important, starting is sometimes more important than starting the correct way.
You can always go back to relearn the correct way of doing things.
