I’m a beginner in animations, and I’ve tried looking for recourses to help me create what I want. I need help trying to make water magic look fluid calm and interesting, you know kind of like how fire magic is fierce sharp and wild, I have a basic template for what I want it to start and end, however I don’t know how to make it INTERESTING. Should I make it turn into a dragon? A bird? Make it move as though it was alive. Any advice would be appreciated

I'd think a water serpent would make it look interesting since its water related, or a kraken.
Also I think the action of what the character is doing will somewhat interactive with the water magic.
The water can be manipulated into ripples, splashes, droplets like you did (or a long patch of water picked up being moved around-?)

and to be honest the animate looks quite well for a beginner (even if its not the result you want but practice makes perfect) I can't really help find the exact resources you want, Sorry. If I have I will come back.
