The hips, specifically the right side looks a bit wonky. I personally struggle with anatomy so i cant exactly pinpoint it. I cant tell if its the hair or if its the way the hips are facing thats not reading 100%. The right arm, the elbow also seems to be a TAD low. Id would pull it in a bit and tuck most of that angle behind the hair/chest. Otherwise it reads well for a sketch!
The first thing I noticed was the arms, they were very short and thin, the shoulders also could be broader with that too. The head should be positioned more up, so the shoulders don’t look tense. And the right breast extends out too much and doesn’t follow a natural curve
I'm taking note from you and i see what you mean by thin and short. My brain saw the structure of the arms in a different nature (like they were pulled back more) so they seemed okay to me. Is that perhaps why I thought the hips were off? I struggle with anatomy myself so I'm honestly trying to get pointers from others.
I think so, I saw the arms pulled back more too. I think you just noticed the hips and I didn’t lol. I saw the position of taking a step forward
See that's where i was stuck. The hips make it look like shes taking a step, but the stance of the other leg makes it seem like shes stationary. Almost like she's t-posing.
Oh yeah I see it now, could be taking very small steps or cautiously taking a step back
I struggle with emotion but it does look as if she was a little suprises

and finally any advice on how to draw dresses? Like how the cloth will wrap over the body?
Reference photos 100%. Grab TONS but make sure they are fabric specific. Check out how the light hits each reference and change how each garment looks. You can even do this by draping bright colored clothing over your arm/leg and taking a photo. Fabric flows fairly predicably once you have grounding points (like the shoulders, the armpit, breasts, hips, etc) adding random ripples and folds will make it look more "natural". Overall, experimenting is going to be your friend. Draw a sketch of a dress and get a base color on it, and then start a new layer with a different dress and see what looks best. Trying to over-perfect a specific design causes unnecessary frustration, especially while youre learning.
Noses natually align with the eyebrow. Right now, your nose is aligned with the eyelid lol. Most side views dont need massive lines indicsting the nose (although all depends on your style) Most of the time, a subtle "anime nose" will work. Look at the reference photo you sent here. She doesnt have any hard strokes on her nose bridge. Just the tip.
Her cheek on the right side is detached from her forehead right now, though coloring/rendering could change that since i see what you're going for with the hair position. I think from this perspective though. Her forehead is either too wide, or her right cheek is too shallow. Your reference has a very "triangle shaped" head. Very pointed chin with her cheeks slowly growing in that V shape to meet her ears, and then the crown of her head levels out just after the top of her ears. In the reference it almost looks like her ear is part of the same stroke as her cheek - note that.
