Your over thinking it...
THe two steps are distinct but related. The Gesture is your first marks, they define the movement and essence of the form. At this stage your not truly trying to capture proportions just yet, your just placing land marks, head, hip, shoulder knees, ect.
Proportions come as you start to lay in more confident lines over your gesture. You may lay a line, then move it (dont erase redraw a new line) this is called Drawing!
By laying in the lines as you make corrections on the form you will eventualy settle on a true line, this is the line you punch in as your final line!
The previous lines become a roadmap of your thought and visual process, this is the learning element where as you draw more and more, youll start to recognize the erroneous lines sooner and draw in the correct proportion and form shapes.
This image is an example of a form exploration of gesture and then starting the proportion lay in. Observe the loose searching lines trying to find landmarks. From those landmarks you will learn to gauge proportion, then i begin working the form shapes, until i lay in a strong line declaring it.
i started drawing for a couple years now but i recently started picking it back up
right but i can visualize how a spine would rotate and all that but when it comes to the length of it and size i mess up
ends up with a long body and leg but short arms

At this point you shold not be drawing the body and legs and arms yet. You should be putting down the landmakes for the correct proprortions. If your torso is too long, you have not worked out your landmarks yet and your jumping ahead without proper comparison of each part to the adjacent one. All the parts need to be in relation to the next..
Get you landmarks in the corect position first before you start actually drawing the body.
Shld i be drawing them with the shapes too? Or just the lines
and from different angles?
Start with Points, then lines... then lay in shapes to confirm your lines, then make the shapes more complex to add volumen and form...
