Im really new to art and stuff but I wanted to try this thing that I've had in mind but I dont know how to approach it in terms of software. How do I make it so I can only draw on the top half without it going onto tho bottom half?

these are just two ideas, but you could fill the area you want to draw in then lock the layer so you can only draw in that area. you also might be able to make a selection of the area you want to draw in and it will only let you draw in that area

You can mask off the bottom half so you dont draw on it.
This makes things more edit-able. You set a new layer to this mode. Itll pop up with a second rectabgle to the right if the layer.
Everything in the left side/box is what ever you want drawn. Everything in the right side/box is where you can make not shown. For this instance the bottom half you dont want. You can block all of the bottom half off so nothing shows up. Rectangle lasso tool will make it easier
