Since you're establishing a villain character, you should use a lot of "sharp" elements that can tell the viewers that it's a villain. You can also use shape language! Specifically the triangle shape that is often used for villain characters.

Try searching for "triangle character designs" on pinterest or on google, I hope it helps!

Mostly the anatomy! Thank you for all the help with shapes! Also, this character is meant to be able to blend in slightly, so I'm attemping to make them not look too villain like
