for free i would rec medibang or ibis paint. theyre both really good with many brushes. procreate is only good if you have an apple product already (and its not free on older apple generations)
if you can pay money id opt for clip studio (they have a free variant of 30 hrs a week for free)
but since youre new id def play around with the free ones first to get your footing before you commit to paying for a service
