i would start by beaking down the general shape/feel of the hair (the outline. idk, but i would also define the big sections like the white from the brown), then i would try to define each clump in the hair, i would do bottom to top (draw the bottom clumps first) i think the bottom clumps of hair are bigger than the top. hope this helps!!!
