The face itself is extremely well done but there's a lack of detail. It's all very blended together. Make defined shadows that are darker rather than these extremely blended shadows.
Prefacing this by saying, absolutely NOT my work, this is just to give you an idea
-> Draw larger clumps of hair rather than geting down to nitty gritty. Like, how the the artist has broken down individual hairs into these curls.
-> After that go over with the base layer or the base colour that you want the hair to be
-> Then do the dark parts i.e., shadows of the hair, which is again a single colour to keep it simple
-> Add 'individual' strands of hair, in the sense that yo draw small lines to indicate the direction of flow of the hair
-> Add your highlights and any other relevant details, maybe blend slightly

Yeah, got what you mean. It's become terribly hard to distinguish especially with this style of art
