Clothing/Arm and Background Help

I know there's something that looks off about the character's arm in the front but I'm not sure what it is. I'm also down for general feedback and maybe tips on how I can make the background actually good lol. It's still a WIP :3

If you’re talking about the character in the white, then her upper arm is too short. The lower and upper arm should be around the same length. :]
