So I started drawing from a reference. I post to seek guidance on how to draw the hair from the reference and how do I make the drawing look like reference and not another person.

I think the best think you can focus on when the drawing hair is keeping the hair free flowing. Her hair is very wavy and is kind of doing whatever it wants. So, the best thing to do in my opinion is just to let it flow and not focus on it perfectly representing the reference. I also would recommend you keep line weight in mind. having the bigger clumps a darker value would be great but adding a few lighter lines will add variety and make it much more natural and visually interesting. but you have a good start. hope this helps.
