If you wanna start with a phone, you can try ibis paint
If you have an iPad, you can use procreate too
And if you want pro industry standard stuff, you can use csp or photoshop but they're pretty expensive if you just started

Procreate is a paid app however it is really good. There are programs out there that are better but its still really good and has a simple ui
Assuming your parents have you on family sharing if you use apple you will have to ask them for permission to get it because it is a paid app. But once you have it, its there and you wont have to pay for it again

Yea although this is assuming you do have an iPad. But if u do, procreate is probably the best choice
