Blend more, have a higher value range (try looking up the 6 value system on YouTube! Or smthn like that)

You could try Grey'ing the paper beforehand so the paper isn't as intimidating, take your charcoal pencil and shave it down with some sandpaper (or anything rough, a piece of brick would do it) take the powder and schmear it onto the paper, blow off any excess, boom, grey paper
