That's not a block, a block would show you a straight up cloudflare branded block page (or a custom one) not timed out. If you're able to use Discord (also behind Cloudflare) means it's not as simple as Cloudflare. Can you open discord's site in your browser?

So it's an issue only with your browser. You could try checking if you have any settings set like proxy settings or extensions messing with all traffic, try another browser without any extensions or reset your browser's profile
