I believe they are referring to the target field of the SRV record being an IP address
If you're leaving Proxy status on, for the record in Target, then you're trying to send the traffic to port 30120 on Cloudflare's HTTP Proxies.
Which is likely why you see that warning to the left.
Port 30120 is, ... not a port that Cloudflare's HTTP Proxies are listening on.
That said, - I did actually misread the screenshot, "_cfx._TCP" vs ""_cfx._UDP" above.
Also, to my understanding though, SRV records require the association with a host name, and direct IP addresses aren't allowed.
(Whether it actually works without, is a different question though...)
