If you're trying to route messages to [email protected], Cloudflare can only say "hi, I got a message for you, do you want it?" to the mail servers taking care of deliveries for [email protected] (e.g. the mail servers listed in the MX records of the example.com domain).
If the mail servers at the final destination says "no, I won't accept the delivery", like in your case, there is absolutely nothing Cloudflare can do to change that.
The "421 4.7.0 Our system has detected..." message comes from the final destination, that doesn't want to accept the delivery of the message.
You would therefore need to contact the operator of the mail servers for the final destination to ask them to do something about it.
Ah okay, this makes sense. I originally thoujght it was stopping at Cloudflare, but makes sense that the final mail server is what's stopping it. I just didn't realize this from the "rejected reason" text, since that made me think it was cloudflare rejecting it
