I am not sure if this is intended or not, but I have killed hundreds of orcs in Povus and not a single one has ever dropped an orc language item. I know drop rates on them seem pretty low in other areas but in Povus it seems to be zero.

I think the effect would be 100s of dropped orcish language scrolls on the ground because most people have capped it by the time they get there

Only the devs would know, but I don't think they drop in Povus or Vidaria by design. This is mainly a place to discuss bugs with other players.
Report stuff in game using the ! tab on the top right menu bar whether you think it is known already or may have already been reported. If it is a bug, the devs will be able to address it in future updates.
