Or maybe the queen herself wants Marian to have this power as Nihilister mentioned that the queen has a maternal spirit and as such wouldn't enjoy watching the heretics facing each other, which they do a fair bit. But we're still at the start of this even in the main story, slight spoiler but rn we'll probably be dealing with Anachiro again, another Heretic that might've been restored as a Nikke||

Regardless we'll only know if it's a retcon or not when they explain more of ||The queen/Liliweiss/How heretics are actually made||
