Getting to Lv10 Command Level gives enough Hope to draft at least 11x fully upgraded E2 6 Star. With a little bit of Hope relics and/or Safe House visit that'd be 12 or even 13, I couldnt do that because I had to take the route with most Encounters to grab the Blank Suicide Note, but that should be enough proof for you.
