Well, I mostly use Hoshi when I want to make global range sniper enemies suffer (especially the NL ones) or when I want a solid block-4 character. For stalling hard hitting enemies I would probably use Mudrock. Pat's phase one 4-hit combo makes Mudrock impractical but it's even more rare.
