Cutter is a good melee DPS for the price.
Rockrock is a good single-target caster.

For your current team I'd recommend trying to raise Cutter a bit and slotting her instead of Rope. If you choose to raise BP you'll be set for snipers for a while, as you won't need more than 2 in most cases and Exusiai is awesome. But that's for later.

For S2-5: Have you tried bringing an op to deal with the casters going down?

I assume you've been positioning your team clustered in the bottom left and dying to the AOE caster on top, too.

once you get a good handful of consistent 6-stars it's best to spend the yellow certificates on the headhunt permits, but early, if you have enough for an op you want, my suggestion would be to prioritize that
