penance is good if the spawn pattern lets you feed her barrier; the two things you mentioned are questions for mudrock

mudrock is good against fast but low damage because of spin, good against hard but slow due to shield, but fast + high arts or fast + high physical are problems, which is where penance can be better IF you can stack her barrier

It's a bit of a strange point for the mud slow hard hits since it's hard to even find enemies that do hard hits on long interval in upcoming content

Penance is more about steady state effective health gain
