Off the top of my head, Thorns E2 L90 S3M3 is 13-14/15 for first activation from first 3 spawns, whereas if he had slightly lower damage (either not E2 L90, not max pot, not max trust) i could get first activation off at 3/43 kills. This example is, in practice, not really impactful. But you get the point.

Ptilo in general is a questionable investment because

1. The SP talent is barely noticeable unless you're constantly slinging skills nonstop on all of your ops (which is unlikely because either one op covers for the other or theres just not enough stuff to kill)
2. Burst healing is very overrated and its only relevant when you're doing a true brute force or you're failing a dps check, outright negating damage (NG) or just dealing more of it is better and less nuanced
3. Speaking of NG, the game has evolved far enough to warrant NG S3 more over trying to burst heal with ptilo s2. Also aggro manipulation is fucking broken
4. The sp talent comes online at e2 and s2 masteries are questionable as is. Like early on perfumer will do more work at a significantly lower investment
5. Not every op uses auto recovery, and even if you use ptilo talent to make some skill cycles shorter, that's an overrated schtick and barely a dps increase because people often relate skill cooldown to dps
6. It only truly matters if youre on some copium self challenge strat or nicheknight play, and even then, thats not what the average player does
7. If you already raised ptilo as a new player before any other AOE medic then its fine just dont touch anything else, but shes definitely not a priority e2 (which sucks as-is because her talent is piss low on e1), but saying shes a good investment for newer folk that already touched perfumer is just bad advice and fucks up their progression
