If you plan to use him in high demanding stages, prioritize S3M3. However if you'll use him a lot, which means you encounter more less demanding stages than high demanding ones, then prioritize S2M3. He can already solo majority of bosses with his S2. Bosses that come to mind where he needs S3 is Sanguinarch (he can't solo phase 2 with S2 but with S3 he can), and Steam Knight to name a few.
