I know you're supposed to focus on building the low rank ops first, but should I just do it for all of em or are there just select few ones to focus on?

For your team, using 4* placeholders is a good thing if you don't have good 6 stars, but you only level a few, and not all of them are good

When you get your team to e1 and you're done with baseslaves, you can consider e2ing your good 6*
