Ceobe scales her Dmg with the Enemies Def, so the tougher the enemy means higher dmg

Weedy has the strongest push in the game, generally more useful in Higher End content

Both are niche units, means that they are not that great in General Content

While Ceobe can act as a generic DPS, her nature of being a ST DPS means she will kill enemies slower than most option and General Content doesn't really have enemies with high enough Def to make her Dmg that impressive

Weedy isn't really going to be universally useful since killing enemies is much easier option than pushing them, but she generally has better Late Game relevance
