We have 252 and 243 base setups. Numbers means amount of buildings on left side as follows:
Trading Rooms > Factories > Powerplants, as a upper floor while doing tutorial.

Extra Factory means you have to cope with limited energy and thus level your base carefully, giving levels to most valuable buildings.
And you cannot revert the right side buildings as Reception, Workshop, Office and Training Room.

Training and Workshop are fine to Lv3, because it's only source to E2 and M3 your ops.
Office and Reception does least value through levels, so they can be ignored.

If you wanna play 243 setup, which is easy to do, you can ignore our yapping about minmaxing because 3 Powerplants are enough to power up whole maxed out base, but as 252 player, you wanna do that for sake of more production.
