It's not strictly wrong, it's just suboptimal. Especially early on you typically have "carry" operators that you build the rest of the team around, and because the ultimate goal is to kill all enemies you're better off maximizing your carry's killing power and only upgrading other units enough to support the carry. At the end of time you will of course still want to level up everything but time and maneh is limited so /shrug
