I'm not super familiar with some of those older operators like Angelina and Specter2, but I can tell you that Blaze still holds up fine in the early game. Entelechia is a better (and more expensive) La Pluma, which means she ends up being decent as well. Mudrock is OK.

Shining is kind of bad though, and Phantom just feels underpowered. Mostima is a bit niche since she's used more for slowing than dealing damage.
